STATE CONSTITUTIONAL PROVISION
 
"No law shall abridge the right of the citizen to keep and bear arms for security and defense, 
for lawful hunting and recreational use and for other lawful purposes, but nothing herein shall 
be held to permit the carrying of concealed weapons. No municipality or county shall regulate, 
in any way, an incident of the right to keep and bear arms." Article II, Section 6.
CARRYING
 
It is unlawful to carry a concealed loaded handgun on the person or in close proximity 
thereto so that the handgun is readily accessible for use. This does not apply to: 
1) carrying in a person's residence or on real property belonging to him as an owner, 
lessee, tenant or licensee; 2) carrying in a private automobile or other private means 
of conveyance, for lawful protection of person or property; or

Traveling on a plane with a gun! Following is a summary of key regulatory requirements to transport firearms, firearm parts or ammunition in checked baggage: All firearms must be declared to the air carrier during the ticket counter check-in process. The firearm must be unloaded. The firearm must be carried in a hard-sided container. The container must be locked. The passenger must provide the key or combination to the screener if it is necessary to open the container, and then remain present during screening to take back possession of the key after the container is cleared. Any ammunition transported must be securely packed in fiber (such as cardboard), wood or metal boxes or other packaging specifically designed to carry small amounts of ammunition. Firearm magazines/clips do not satisfy the packaging requirement unless they provide a complete and secure enclosure of the ammunition (e.g., by securely covering the exposed portions of the magazine or by securely placing the magazine in a pouch, holder, holster or lanyard). The ammunition may also be located in the same hard-sided case as the firearm, as long as it is properly packed as described above. Black powder and percussion caps used with black-powder type firearms are not permitted in carry-on or checked baggage. The regulations are strictly enforced. Violations can result in criminal prosecution and the imposition of civil penalties of up to $10,000 per violation. Air carriers may have their own additional requirements on the carriage of firearms and the amount of ammunition an individual may place in checked baggage. Therefore, travelers should also contact the air carrier regarding its firearm and ammunition carriage policies.

Hunting in New Mexico Antelope: fewer doe licenses in the northeast area and the bow season has been split into three hunts with limited licenses. Bear: The season will begin and end later Oct. 15 thru Dec. 15 Bighorn sheep: Increased to eight the number of Pecos area Rocky Mountain sheep. The public hunt in unit 27 is two months earlier and longer from 9 to 30 days. Deer: No application or drawing needed. Bag limit is one fork antlered deer. Elk: Responding to publick concern for species and property an increase in antlerless elk licenses has taken place. Ibex: Youth only hunt is set. Number of hunts is decreased. Javelina: Two new hunts including a youth hunt. Additional licenses in the hunts. Oryx: Increased number of licenses and three new hunts Turkey: Bag limit for spring reduced to one bearded bird with some area exceptions to two.
